I've also been feeling this uphill battle. It's a shame because Notes/Domino has SO much to offer, but does not have the good reputation it deserves.
Who's to blame? Hard to say, but I do agree that Microsoft seems to be doing a very good job of spreading the word that a migration will save money. There is tons of information out there regarding migration tools for getting rid of Lotus Notes.
I feel bad about this, but sometimes I look forward to giving up the fight. I'm sure that would mean I'd spend a lot of my IT future thinking, "This sure would have been easier to implement in Notes."
